Recent Polling on the Take Care of America’s Veterans Act (TCAVA)

HERE’S WHAT WE FOUND

Over the last several months, much of the veteran community has had its eyes on the Take Care of America’s Veterans Act (H.R. 9237 / S. 4744). Also known as TCAVA, the bill is a broad legislative package containing more than 60 provisions addressing concurrent receipt of DoD retirement pay and VA disability, caregiver and survivor benefits, veteran health care, mental health, and several other programs. That said, the bill has also generated significant debate over the proposed disability changes codified within.

Recent surveys offer several perspectives on the legislation, with each organization using a different audience and methodology. The Nimitz team dug into the results, with information provided by the organizations in the order they responded, in an effort to better understand where different subsets of the veteran community stand on TCAVA. Iraq and Afghanistan Veterans of America (IAVA), which represents and advocates for post-9/11 Veterans, polled its members. Veteran Action, a Veteran advocacy organization, commissioned a national survey of registered voters. Mission Roll Call, which gathers perspectives from Veterans and military-connected Americans, surveyed its broader participant network.

Methodology
Two-day, opt-in flash email poll administered through Microsoft Forms. Results were unweighted, and no margin of error was calculated.

Methodology
The Honest Poll conducted the survey September 7–13 using SMS-to-online outreach, an online panel and live automated calls. Results were weighted; margin of error: ± 2.6 points.

Voluntary online survey conducted August 14–September 8 through MRC’s network, public links and partner organizations. Results were unweighted; no conventional margin of error was reported.

Members were asked about TCAVA, Section 108, funding offsets and disability rating decisions.

Key responses
• 80.9% opposed TCAVA in its current form
• 81.5% opposed permanent disability-rating changes
• 44.6% said benefit expansions should not require an offset
• 27.7% said offsets should not negatively affect other Veterans
• 82.6% rejected expansions funded through changes negatively affecting other Veterans or service members

Key responses
• 85% supported the Veterans’ ACCESS Act
• 83% supported the Sharri Briley and Eric Edmundson Veterans Benefits Expansion Act
• 81% supported community care when VA cannot provide timely care
• 76% supported the Major Richard Star Act
• 68% supported the Love Lives On Act
• 62% are more likely to support a candidate who backs TCAVA
• 64% say fund veterans, not the treasury

Key responses
• 55.3% supported TCAVA before the explainers; 70.5% supported it afterward
• 29.8% supported Section 108 as proposed
• 31.3% opposed Section 108 disability-rating changes
• 52.3% of respondents opposing those changes still supported TCAVA overall
• 58.9% favored advancing broadly supported provisions while negotiations continued

Disabled American Veterans (DAV), a congressionally chartered Veterans service organization, also published survey findings on TCAVA.
