The VA Launches Reorganization of the Veterans Health Administration

Monday evening, the VA announced that it will reorganize the management structure of the Veterans Health Administration (VHA). Precise changes will be announced in early 2026.

On December 15, the VA said it will reorganize the VHA’s management structure to improve care delivery by cutting duplicative bureaucracy, empowering local hospital directors, and standardizing policy implementation across VA medical facilities. The VA said it has briefed Congress and plans to send formal notification today, December 16, with specific organizational and personnel changes to be announced in early 2026 and implemented over the next 18–24 months.

The VA framed the move as a response to the VA’s OIG and GAO, and other reviews that found governance weaknesses and overlapping middle-management responsibilities that slow decision-making and add burden. Under the plan, the VHA Central Office would focus on policy goals, financial management, oversight, and compliance. Operations Centers and VISNs would translate policy direction into operational, quality, and performance standards for the VA’s 1,300+ medical facilities, with clearer guidance and more decision-making authority pushed to local VA health care systems. The VA emphasized this is not a reduction in force and said staffing and operations at medical centers and clinics will not change as part of the reorganization.
